This feels like the most kills in one case, by one culprit, and in the shortest time so far. Isn't it?

ok let's start off with a culprit count for this case, just 1.

then there's the body count. 3 conspirators and 1 promoter.

then you put in the timeline. all 4 within 1 day, probably less than a 4-hour timespan.

ok. Black Order escapee and serial killer Ki'ichiro Numabuchi... the guy who stabbed Conan in the chest and Heiji's charm from Kazuha... the one with the handcuff chain-link inside... saves Conan.

3 days. while escaping from the BO he kills 3 people mistakenly thinking in his paranoia they're part of the BO pursuit squad.

so he doesn't make the body count and he doesn't make the timeline either.

but! linked to Numabuchi... is the cop who had the nut-job chained up in the attic of a cabin, Yusuke Sakata. Sakata had caught Numabuchi while he was on the run for the previous 3 murders. since Sakata looks just like his dad 20 years ago Numabuchi begs 'Tetsuji for forgiveness'. therefore, Sakata starts to torture Numabuchi in the cabin's attic and Numabuchi confesses that the whole class of driving-school students conspired to kill their teacher Tetsuji Inaba (the cop's dad).

1 culprit.

4 bodies.

'several days'. Yusuke was attempting to get revenge upon the driving-school students who killed his father. a Diet member avoided death, and Yusuke had Numabuchi chained up to be his patsy for the other murders. then an apparent suicide would make Numabuchi the cop's sixth and final victim. Yusuke meets the body-count but fails the timeline.

those are the only cases i can think of. so you're probably right! 1 culprit, short timespan, lots of bodies... mhm :)
